I heard that if you want to migrate from "usual" account to steam account, support can transfer your account (or characters from it). Also PLEX cost less than $10 if you buy more than 2. On month cost $14.95 but on steam one month cost $6.66 if you pay for more than 3 month.

Most of the time when the question of Steam/Eve transfers comes up it's normally people wanting to migrate away from Steam rather that to it. You should be able to transfer the characters in the normal fashion as long as both accounts are active, you will be charged as per usual 2 PLEX per character.
